NDIS Changes 2026–2028

The new NDIS laws have passed. Some changes are already happening, while others will be introduced over the next few years.
We have simplified the changes and listed them below.

Changes happening now

Plan reassessments:

Only participants, plan nominees or child representatives can request an early plan reassessment.

Changes in circumstances:

You can still request a plan change if your support needs or living arrangements change significantly.

NDIS pricing:

The Minister has new powers to set maximum prices for NDIS supports. Current pricing arrangements remain in place for now.

Changes from October 2026

Some funding budgets will reduce:

Funding for social and community participation and improved daily living skills will be reduced as plans are reassessed or renewed.

Not all funding is affected:

Education, employment, disability-related health supports, and help with eating and drinking are excluded from these reductions.

High support needs:

A new plan variation pathway will be available for eligible participants who need 24-hour disability support.

Plan suspensions:

The NDIS will be able to suspend plans if participants do not respond to information requests, after reasonable attempts to contact them.

Changes from February 2027

Plan renewals:

Plans may be renewed with the same supports rather than continuing automatically.

Unused funding:

Unspent funds from the previous plan will not carry over under the new renewal process.

New funding criteria:

New rules will help determine what supports are considered reasonable and necessary.

Children’s supports:

Clearer guidelines will explain what parents are expected to provide for children, separate from disability-related additional support.

Changes from April and July 2027

A new way of planning:

The NDIS will begin introducing a new planning process.

More provider registration requirements:

Some providers delivering personal care, daily living supports and supports in closed settings will face expanded mandatory registration requirements.

Changes from October 2027

Plan management providers:

A trusted panel of plan management providers will be established.
Participants will be supported to transition to a panel provider over six months..

Changes from January 2028

New NDIS access rules:

New applicants will be assessed using a standardised, evidence-based functional capacity assessment.

Existing participants:

Eligibility changes will be progressively applied during reassessments over three years.

Permanence:

There will be more consistent assessments of whether an impairment is permanent and whether it can be treated or alleviated.

Changes from July 2028

Support coordination:

A new commissioned support coordination and connection function will be introduced.
